The bill (Reg. No. 2753) suggests define the term “special technical equipment for obtaining information from communication channels, other means of surreptitious obtaining of information” and establish that the list of this equipment and criteria of assigning items to it is defined by the Cabinet of Ministers.
Such characteristics of items of inter-branch and household use as multi-functionality, miniatureness and possibility of using them for surreptitious obtaining of information can not be reasons for defining an item as special technical equipment for obtaining information.
